Place red chillies in a bowl, add cumin seeds, black peppercorns and vinegar and soak for a while. Put them into a mixer jar, add garlic, cloves, cinnamon and grind to a fine paste. Add turmeric powder and grind again.
Cut potatoes into thick oval slices. Sprinkle salt on them, spread a layer of the ground masala on half of them, cover with the remaining slices. Wrap these in banana leaves well to make parcels.
Heat a non stick pan, place the parcels on it and cover and cook. Drizzle oil around the parcels, cover and continue to cook, turning sides, till the potatoes are completely cooked. Serve hot.
