1. Heat milk in a non stick pan and bring it to a boil. Add ground dhuli moong dal and whisk well.
2. Cook on a low heat till the mixture thickens. Add sugar and mix well.Cook the mixture, stirring continuously. Add saffron and mix well.
3. Cook for 15 minutes, stirring continuously, till the dal gets cooked.Add oats and mix well. Cook for 2-3 minutes stirring continuously. Transfer into a serving bowl. Garnish with pistachios, cool and serve.
