To make rabdi boil milk in a deep non stick pan, add ground dates and cook, stirring continuously. Add 2 tsps sugar and walnuts and cook, stirring continuously, till the mixture thickens. Set aside to cool down to room temperature. To make sev-paneer balls, heat ghee in a non stick pan, add vermicelli and saute till lightly browned.
Add 1 cup water and cook till vermicelli is just done. Add remaining sugar, cashewnuts and almonds and mix well.Mix paneer, saffron, milk powder, powdered sugar and chopped dates and mix well. Divide into equal portions and shape into balls. Stuff each ball with vermicellli mixture. Pour the rabdi into a serving bowl, place the stuffed paneer balls on top and serve.
